He was born October 1, 1960, in Bethesda, Maryland. He was preceded in death by his parents, Stephen and Esther Knapp; and his sister, Elizabeth Knapp.

Cremation arrangements have been made and no formal services are being scheduled. Evans Mortuary of Rockwood, Tennessee is serving the family of Victor S. Knapp.
